New York: Random House, Israeli journalist Ronen Bergman has produced a remarkably objective, detailed, and comprehensive study of his country's policy of targeted assassination of terrorists and other individuals whose activities threaten Israeli security during periods of both war and peace.

He states that such killings have been a central feature of Israeli defense strategy since the formation of the state and into contemporary times.

To carry out these policies, Bergman maintains that Israel has developed "the most robust and [End Page ] streamlined assassination machine in history" p. The guiding principle animating the use of this option has been the belief that targeted killings and special operations strikes are tools to avoid all-out warfare later by disrupting and undermining enemy operations, morale, and readiness, while protecting Israeli citizens.

Terrorist leaders and important enemy military intelligence operatives have often been priority targets, although many Israeli officials have also drawn a distinction between political leaders who should not be killed and military or terrorist leaders, whom they consider acceptable targets.

Targeted assassinations have also been directed at participants in hostile ballistic missile and nuclear development programs, such as those of Iran and pre Iraq. Adding real strength to the book, Bergman makes a vigorous effort to consider the costs and benefits of this program throughout Israeli history within what is largely a paradigm of realist politics. Bergman contends that Israel's first prime minister, David Ben-Gurion, "gave himself the authority to order extrajudicial executions" of foreign enemies p.

Initially, such authority was used sparingly, with operatives sometimes showing signs of amateurism. Nevertheless, the Israelis improved their skills at covert operations, and two central types of targets emerged during Israel's early years: Egyptian military intelligence officers running agents and terrorists into Israel and German scientists hired under contract to build ballistic missiles for Egypt.

In a central operation of the first effort, Israeli operatives separately assassinated two highly effective colonels in Egyptian military intelligence, whom they considered "the head of the snake" p. The operations against the German scientists were more controversial and had many more drawbacks. The head of Israeli military intelligence and some other senior officials did not believe the Egyptian missile program was a particularly serious threat and that it therefore did not require substantial intelligence resources being diverted from other projects which they were.

Operationally, there were also problems with Israeli efforts to kill or intimidate German scientists, an effort that made extensive use of package bombs. These bombs were often detected, or in other instances, killed or wounded clerical personnel whom were not the target of the attack. The problem with the German scientists was eventually settled in a diplomatic agreement between Israel and West Germany that effectively ended the Egyptian missile program and the covert campaign against the German scientists.

As part of his sweeping analysis of Israeli intelligence operations, Bergman also details the well-known Israeli targeted killings of the s and s including those in the aftermath of the slaughter of Israeli Olympic athletes in Munich in He further maintains that some of the Palestinians selected for elimination may not have been particularly important but were simply easy to find. Moreover, in the rush to inflict punishment on their enemies, Israeli operatives assassinated a Moroccan pool attendant in Norway, whom they took to be a senior Black September organization official, 'Ali Hasan Salama.

The assassinated individual "had no connection at all to terrorism" p. Compounding the error, several of the Israeli operatives were arrested by the Norwegians because of basic tradecraft mistakes, although they were later released back to Israel after serving only short prison terms. Israeli intelligence units did eventually assassinate Salama in with a car bomb in Beirut, although a number of civilian bystanders also died in this operation. I n January Israeli agents converged on a luxury hotel in Dubai: their target was Mahmoud al-Mabhouh, an arms supplier for Hamas, the Palestinian Islamist movement which controls the Gaza Strip.
